Dr. Almendras has over 13 years of experience as a behavioral health consultant, instructor, and practicing psychologist. Her scope of practice encompasses a broad range of patient populations, including at-risk, culturally diverse youth; victims of domestic violence; and individuals with complicated problems as a result of complex trauma, sexual abuse, self-harm, depression, and chemical dependency.

At Managed Healthcare Unlimited (MHU), Dr. Almendras participated in California’s implementation of the Mental Health Parity and Addiction Equity Act (MHPAEA), in partnership with the state’s Department of Managed Health Care, and will lead MHU’s ongoing review and development of the project. Additionally, she informs behavioral health aspects of other MHU projects, including onsite audit participation. Ms. Almendras maintains a private practice and presents widely on trauma, vicarious trauma, abuse, and revictimization.

Prior to joining MHU, Dr. Almendras completed a postdoctoral fellowship at Tarzana Treatment Centers in Los Angeles and subsequently served the center as clinical supervisor of its youth outpatient services and as an instructor and provider for its mental health training program.  She earned her doctorate at the American School of Professional Psychology and her MA in clinical psychology from Notre Dame de Namur University, both in the San Francisco Bay Area.

Dr. Hsieh has over 11 years of experience in medical auditing in both the public and private sectors.  She served as a medical consultant and expert witness for California's Department of Health Care Services for over a decade and is a board-certified family practice physician with practical experience in a managed care environment. Dr. Hsieh is also a licensed attorney in the state of California.  

As Medical Director, Dr. Hsieh provides Managed Healthcare Unlimited (MHU) with both clinical and regulatory guidance during audits and investigations and informs MHU’s collaborative work with national and state regulatory agencies in program development.  Dr. Hsieh earned her M.D. from New York Medical College and her J.D. from Concord University.  She has two undergraduate degrees from UCLA, a B.S in biology and a B.A. in psychology.

Dr. Hoffman is a recognized managed care specialist with subject matter expertise in Medicare and Medicaid grievances and appeals, fraud, waste and abuse detection/prevention, and regulatory compliance. His healthcare career spans decades, including 10 years of senior level regulatory oversight with Florida regulatory agencies and six years as chief compliance officer for a multi-state health plan based in Florida. He has also consulted with local and national health plans as well as state and federal regulatory agencies with an emphasis on monitoring and auditing.

At Managed Healthcare Unlimited (MHU), Dr. Hoffman develops and trains audit teams, provides onsite oversight, and guides the report writing process. He has a Ph.D. from the University of the West Indies at Cave Hill, an M.B.A. from Florida Metropolitan University, and a B.A. in organizational development from Eckerd College in Florida.

Ms. Leidl has over 28 years of broad-based experience working with major healthcare providers and regulators on all aspects of compliance and quality of care. She has been integrally involved in insurance and health plan investigations and audits that have reshaped the policies that regulate managed care in California and across the nation.

Ms. Leidl founded Managed Health Unlimited (MHU) in 1995, assembling a multidisciplinary team of specialists with expertise in managed care best practices and systems evaluation. As a hands-on president, she actively participates in audits and investigations that reshape policies regulating the healthcare industry. She has co-authored definitive technical assistance guides and developed project-specific tools that delineate the criteria and processes for healthcare audits and serve as standards for industry reviews.

Prior to founding her firm, Ms. Leidl consulted for the Office of Managed Care of the Health Care Financing Administration (HCFA) – now the Centers of Medicare and Medicaid Services (CMS) – as a reviewer during HCFA’s investigative and monitoring activities at federally-contracted health maintenance organizations (HMOs) across the nation. She participated in a national study, the Community Quality Index, conducted by the Rand Corporation, and has served as project manager and technical advisor in the development of a managed care software package that integrated medical and social benefits for a California social HMO.  She is a former NCQA-certified HEDIS compliance auditor and participated extensively in HEDIS health plan audits. She has also worked for major health plans, including AETNA, Blue Shield of California, and SCAN.

Ms. Leidl is a Diplomate of the American Board of Quality Assurance and Utilization Review Physicians, and a certified case manager. She earned her B.S. in nursing from the University of Santo Tomas in the Philippines and completed management courses at the University of California Los Angeles
